95 percent of people kept at the city jail for more than two days were black, it found. Of the cases in which the police department documented the use of force, 88 percent involved blacks, and victims of the 14 dog bites recorded by the department all were black.

The report provides direct evidence of racial bias among police officers and court workers, and details a criminal justice system that issues citations for petty infractions such as walking in the middle of the street, putting the raising of revenue from fines ahead of public safety. The physical tussle that led to Brown's death began after Wilson told him and a friend to move from the street to the sidewalk.

Among the report's findings was a racially tinged 2008 message in a municipal email account stating that President Barack Obama would not be president for very long because "what black man holds a steady job for four years."

21% of the budget of Furgeson was generated by minor stops on traffic.  93% of the stops were black people.  

America should pass a law that no local or state government can collect fines which support governmental functions.  All fines go to education.   We have to kill the police state.  The only way to kill it is to quit feeding it.

This will require a Constitutional Amendment:

No Criminal punishment shall allow any State, Local, or Federal Goverment to extract fines or forfeiture from citizens which goes to those local governments.  The only legitimate recipient of monies collected by criminal punishment will be payment to the local public school districts in the State where the crime was committed. All funds to be divided equally among public schools in that state each year.

Anybody who was really paying attention knew that some of these things were going on, however, some of the behavior exposed by the DOJ is shocking and disgusting. How can this be happening now? What the hell is wrong with people? Why did it take the killing of Michael Brown for this to come to light? Where else is this going on?
Everyone should be outraged by these findings and I hope that those that felt the need to diminish and denigrate those that complained and protested will acknowledge that they were wrong in doing so.

I see it every day. My daughter sees it every day. It is a pervasive problem in America where the criminal justice system has evolved into a generator of revenue to sustain a police state. The civil right violations are only the tip of the iceberg. This attack by the police state is against poverty and poor people and not entirely about the color of one's skin. Yes, as I have argued for years racism is alive and well in America, but this is down and dirty mafia style shake downs where an entrenched criminal justice system sustains itself off poor people. I think of the Sheriff of Nottingham and Robin Hood. It is time for Robin Hood to kick some asz and shut down the criminal enterprise of the criminal justice system. I am serious that NO fines or forfeitures should go to any budget line operating government units, and the full cost of this para military force must be born by the taxpayers. Barney would be eliminated in a decade and Andy would return to the house. Please note that Holder said it will effect other communities around St. Louis.

Older people like my 90 year old mother are insulated from reality in a community of old white people who all watch Fox News.....they are insulated and fearful. People who participate here have family responsibilities and never probably have been in a court but for a traffic ticket. The realities of this country can only exist when the populace through the use of propaganda is kept dumb and compliant.......until they come and get you. Debtor prisons were eliminated in this country and people are completely ignorant of the reality of the full war in this country by the Sheriff of Nottingham to exploit poor people.

Worse is the Courts and municipal governments part in this. It is rampant across America. We need to remove the standing Army from this country which our forefathers so aptly warned us. King George could not have done it better.

The mayor announced reform in Furgeuson.....window dressing, but interestingly they are reducing fine collection from 23% of their budget to 15% with any overage going to community projects. This is the key. If state Statues limited fines and forfeiture retention to 10% of the government unit prosecuting the crime, and the remainder going to schools and community projects, then the military hardware could not be bought, the obscene increases in personnel could not be supported on the back of poor people, and the machinery of enforcement would not be self serving. This is the most important issue facing America.

Unfortunately you're right, of course.  It's always the money.  Q:  Why couldn't  those officials elected to government at any level, simply do what's right for the people they're supposed to serve?  Anyone?

Unfortunately you're right, of course. It's always the money. Q: Why couldn't those officials elected to government at any level, simply do what's right for the people they're supposed to serve? Anyone?

The answer is simple. They need to create fear and divide America. Fear that poor people want hand outs and fear that black people and Isis will come in your home and harm you. Nobody objects when people are scared and somebody says lets raise the fine for a speeding ticket to $200 so that the money can fund good people who are police officers to protect us from the bad people......the more you scare....the bigger the enterprise becomes, and the need to scare becomes greater.....wars on drugs are only part of it. It start only when we separate the money from the criminal justice system and make the taxpayers pay. The simple answer of we are the good guys and we will take from the bad guys has NEVER worked in history......we have become corrupt.

No, I did not say a damn thing about the percentage of stops and arrests. I stated the racial population rate of Ferguson.

It is a major problem with those stats. No question about it. When a municipality has racially biased practices, and is getting 23% of its municipal budget from the same, and has created a debtor prison system, it is simply a major problem where a department targets minorities to fund the municipality. The pattern of discriminatory practices going over 35k records is a simple conclusion. Your argument is silly. Nobody can justify these practices, and nobody can deny the clear statistical pattern.

I read an op-ed in the NYT this morning that referred to Ferguson's practices as a "pigment tax", and that's exactly what it is.

Being that the case, why - in your opinion - are 93% of the arrests in Ferguson of people who are black?


67.4% of the population. 93% of the arrests. That's a fairly large gap. Do you have any ideas as to why that gap exists?
