A great many assumptions on the road and drainage culvert systems were made which did not calculate 500 year rainfall. Global climate change has a price. The investments in Maritime have been quite successful, but a wise city puts infrastructure reserves aside after calculating useful life on that infrastructure. Dirt and Clay in a 500 year rain event destroy any plan because existing calculations are thrown out the window.
I could understand it in older parts of the town, but over in Navarre in a newer section by the Y and the High School the standards for a culvert was right out of the 1930s, and I saw that roadbed washed away with only six inches in 24 hours......some folks reported over 15 inches in 24 hours, and expect the plan.....no matter how well executed and no matter how bright the leadership, will compensate for global climate change.
America needs to invest in infrastructure which will increase private sector hiring and expand the economy. However, the good news of job creation and economic activity cannot be discounted despite the new paradigm of flooding and subsequent damage.
