Nope, it's the refusal to go to see the doc even when your head isn't right. There's a stigma to it and in some cases you might lose your clearance if you have something higher than SECRET. They always say it won't happen, but it can and does. Guys just won't go.

And if they were "lucky" and went to a psychiatrist they were able to see someone like the Fort Hood Jihadist.
