It is gibberish and double-speak etc. The reason it works on about 25-30% of the people is that they so ardently crave this twisted version of reality to be true. They desperately want to believe things that match with their world view. If that includes having to be staunchly against a conservative idea from one of the most conservative think tanks in Washington then so be it.
