One of the underlying causes of the Ferguson events was the discovery of how the city's PD was being actively commanded by the city leaders to give out lots of crapola tickets to help offset the city budget. The result, of course, was that Ferguson's drivers -- mostly black -- were effectively living as police victims.

The problem, it appears from the article below, is much wider than just in Ferguson!

Baltimore, historically one of America's most violent cities, has stumbled particularly hard, ending the first six months of the year with a 48 percent increase in homicides over the same period in 2014. That trend continued into July, with 10 killings in one week, including the shooting of three people Tuesday near the city's University of Maryland campus.

Of the 154 murders so far this year, more than half occurred since the April 19 death of Freddie Gray, who succumbed to injuries suffered while riding in the back of a police transport van. His death triggered looting and rioting and resulted in charges against six police officers.

To many, the timing of that backlash and the spike in murders is not coincidental.

Since Gray's death, the relationship between police and the city's high-crime communities has suffered, making it harder for cops to patrol streets and investigate cases, officials say. Arrests have plummeted, sparking accusations of a deliberate police slowdown.

Good points PkrBum. They say the first step to correction or improvement of a situation is the recognition that the problem exists. Black unemployment is outrageously high, black educational achievement is sparse, urban poverty areas are crime-ridden, and the cops who police these areas can't help becoming racist and aggressive. You tell me the solutions ... I'm all ears.

Obviously just reducing police contact is naive. While I agree with further training and less aggressive police tactics... that is treating the symptom and not the cause. These urban areas have deep rooted issues... thug life is glorified in video games, music, movies, and the local role models. Seeking education gets you ridiculed and disparaging labels... religion (you know I'm not religious) used to have some influence in developing morals and ethics... now it's on the way out too. What's left? We constantly see pc making words or phrases taboo (the latest is the term "american")... that directly influences culture... but I don't even see honest assessments of the crime rates in those areas or cultures. It's like people have been discouraged from being objective and using critical thinking because they'll be labeled racist or worse.

The quickest way to reduce crime in urban America is to decriminalize drugs, tax and regulate.  Reduce the budgets of police, and use that money for two year 100% job tax credits for every job created in urban zones of need.  Increase tax rates back to the 80s level, and pour that money into training and job credits.  This is not rocket science.  The Criminal Justice system must be cut free from reward in the form of fines from crime paying the sheriff of Nottingham....it is a self corrupting path to failure.   The reduction of police in urban areas sounds counterintuitive, but it is essential......wind this huge mistake down.

Cities have backed off considerably on their enforcement of the laws in their cities. The result has been very predictable, crime and murders have skyrocketed in those cities.

That is something which makes my Socialist/Communist good friend Wordslinger extremely proud.

Even more to the liking of Wordslinger and his comrades is that Chicago has come up with a solution to their staggering statistics. Former Chief of Staff to semi-retired President Obama, Rahm Emanuel has changed the way they count their crimes.

Why didn't someone else think of this solution? Hey, when Progressives come up with a solution, I'm right there to give them credit!

Its not me that has to reread the article.  Read between the lines....this is a public union organized slow down......sorry.....reducing ineffective fine collectors and training police to zero in on violent crime is a completely different animal.  You really did not understand this?  As far as I am concerned fire the whole bunch of them like the air traffic controllers and start over.

Just keeps getting better and better.  Now we're not only supposed to read the news, but "read between the lines" to GUESS what they REALLY mean.  

PLEASE show us where all these cities have coordinated unions causing a breakdown in law enforcement.

Pretty hard to fix stupid.  A public union does an intentional police slow down and PK and Markle our strongest union supporters make excuses for their abandonment of their duty because the citizen expect accountability......but public unions do not need no stinking accountability.....they just need ignorance that the crime rate increases in Baltimore have nothing to do with Public employees........http://www.baltimoresun.com/news/maryland/bs-md-ci-comstat-meeting-20150616-story.html#page=1
