It was called in by citizens........so maybe your conclusion is correct, but certainly the officers stopping the car originated from a third party call.

No one is denying that the police were reacting to a 911 call. The problem isn't that the police stopped the car full of parole officers, but how they treated the suspects even when their "suspects" were wearing body armor and displaying their badges of office. The violent, uncalled for aggressiveness of the racist white police, and in fact, is the basis for a multi-million dollar lawsuit filed by the victims.
