This article (from CNN- a liberal source) says there may be enough Democrats who support Keystone XL for there to be a veto-proof majority in  the Senate after the new Congress and Senate are seated.

"....A growing number of Democrats may be beginning to feel, privately at least, that the pipeline might be a battle that is becoming unsustainable...."
