Those who understand penalty provisions in multiple laws understood the roll of the tax as an incentive for dead beats to have coverage, and penalty for the dead beats who chose to be irresponsible. It is the people who are offended now who he was addressing. The people who understood and supported the bill never had that problem. That is why there is no problem with definitions. Since it's a tax then it and the penalties should be collected by the government and the government only. All the more reason to nationalize the health care industry and eliminate the middle man.

Anybody who thinks that folks who supported the bill were worried about the penalty provisions being called taxes, confirm the architects observations. The stupidity continues when talking about Medicare for all being the employer of all healthworkers.......as were other misconceptions held by low IQ voters at the time of discussions on the ACA.
