In the video, there is a black person (customer, I assume) in the store while this employee is being arrested.  The customer isn't being bothered by the police, at least not in the video. The town is predominately black.   So it's not like the police are choosing a lone black man to harass.  They're choosing this guy in particular, and they are targeting him at his place of employment. 62 arrests is just crazy. Really makes me wonder what the heck is going on there.
