Doesn't the ad on TV say if you're getting some sort of govt benefits you may qualify? I don't think they're giving out smart phones though.
My friends aunt has one of the phones and she gets 250 mins per month. No roll-over mins. A certain amount of text mess, but she doesn't use that. I think you can purchase additional time too. It's just a very basic cell phone.
Your information sounds right about the minutes and it being a basic phone. I think one of the arguments or reasons to set up this program was so that people who were filling out job applications would have a contact number to enter on the form. Also these days it is somewhat of a safety tool too that can be used to call 911 etc.
