How come the U.S. always gets its foreign policies wrong?

After our initial defeat of the Taliban, why did we stay in Afghanistan, where our presence produced new recruits for the Taliban, at a number that grew quicker than those we were able to terminate?

Why the hell did Dubya actually believe that we could democratize Iraq?

Fact: Except for Germany and Japan whom we helped defeat in WWII, the U.S. has NEVER succeeded at nation-building or insurgency warfare.
