If it's what I think it is, I already have a few in my neighborhood.  Minus the ones that are incarcerated, of course.

Using the census charts and withholding funding because a community is predominantly white is bullshit. The black community in Iowa is on 3-4% because most people leave Iowa to look for better jobs elsewhere. Then end up retiring in Iowa after 20-40 years to get out of the rat races in the big cities.

If you want a good job in Iowa it's in agriculture and then you'd best have been raised in that environment from when you were knee high if you really want to be a farmer.

I suppose Obama had best encourage that some factories build in Iowa so that there's well paying jobs here for people if he wants his affirmative action to work.

The Federally Protected Classes are Race, Religion, Color, National Origin, Sex, Handicap and Familial Status.

Communities may add protected classes but cannot remove any of the Federally mandated ones.

There are similar ones, with a few added with regards to Fair Lending Laws.
