That's kinda why Iran's having a lot of trouble -- Iranians know how repressive their government is, and they actually want to be friendly with the U.S. Their government doesn't, though, so you get a lot of protesting that's eventually going to wear the Iranian government down.
I have an idea that Iran wants some nukes as a counter to Saudi Arabia in particular as much as their other reasons for wanting them. I've read at least a couple of articles explaining that (sorry, don't have any links to share on that. Google is your friend )
Personally, I really think Iran is a country we might someday actually be friends with again (so long as we don't insist on their govt being our puppet) I'm sure the Saudis wouldn't like that one bit though.
Personal anecdote: My brother, a Nuclear Engineer currently with TVA, had an Iranian roommate at Miss State back in the late 70's. He went back home after he graduated ... I always imagine he's working on the Iranian nuke program today. Probably is.
