The article is right on. They are launching a pre-emptive strike against the CBO because they know it is going to be unflattering to their bill.

I know you all saw the jobs report yesterday and Spicer relaying 45's comment about how those numbers "used to be fake but now they are not!" and laughing about it. The reporters laughed too but the sorry thing about it is that the president does not have a shred of credibility left and that's no laughing matter.
