Moreover, the clock is ticking on Saudi oil production. They do not have anywhere near the reserves they have been claiming to hold.

The solution for the Saudi dictators is simple.  They all need to downgrade from having private 767 airliners to tool around in and instead go with 727's.  That savings alone would wipe out the $100 billion deficit.
And if they stopped giving money to Islamic terrorists to help them do 9/11's against the U.S.,  they could probably have a big budget surplus.
It's simply a matter of changing priorities and then they'll be fine.
