I knew a person who ran for the Libertarian governor twenty years ago who always filed a tax return, but refused to pay taxes. He owned nothing in his name, and the IRS was constantly searching for assets to attach and pay what he owed. The key is that there is no criminal sanction if you simply file your taxes accurately. You do not get charged criminally unless you falsify the return, or do not file when taxes are in fact owed. This same person would regularly drive to Canada.....hop on a plane to Cuba....get the best Cuban Cigars.....bring them back to Canada......tell the border guards that he bought nothing in Canada.....and drive into the country with Cuban Cigars. Not paying taxes was totally legal, but the cigars.....he should have gone to jail.
Sounds like I'm being argumentative but no Neko is not correct. Your own explanation was a good one. Uncle Sam may look the other way but technically, her Mom should have been filing a return. Finally, that 47% Mr. Romney used does include Neko's mother and it may be a routine practice. Just sayin' . . . .
If your income is below a certain level, and you have no other source of income, you are not required to file a tax return. All that would do is clog up an already overburdened system. If you've filed regularly for years and are a SS recipient, the government already knows what you earn. I don't know the threshhold, but there is no violation of the law below a certain income level.
