How do we stop police departments being supported on the back of poor people?

Our Criminal Justice system has gotten too big, and it is now eating the citizens of this country to survive. This is not a political discussion. This is about the warnings of our forefathers about the standing army which has been built around self funding independent of civilian control.

T posted here about police abuse, but behind the same is a system which gets the revenue like the Sheriff of Nottingham, and King George in Colonial America. This is the biggest issue in America. It must be addressed.
