It is willfully taking an ignorant view of how policies may play out, and using that ignorant view as the basis on which to enact policy.
Imagine we're trying to decide if we should quit our jobs or not. Imagine if the usual way of forecasting how that will impact our finances is to say "Well, on one hand we will lose our income. This will leave us with a budget deficit due to loss of income.", but then we want to change the way we look at such an event to "Well, quitting our job will increase our income...somehow. So that means we are in fact able to quit our job and that will have no adverse effect on our budget. So, OK, then. Being that the case, let's quit our job."
Look at what is happening in Kansas today. The state is a fiscal dumpster fire. Republicans have complete control over that state and they went all-in on the Koch model. Aggressive tax cuts across the board. Republicans drew everyone's attention to Kansas and said "Hey, everyone! Look over here! We have so much control here in this legislature that we can pass whatever we want! This will be the perfect petri dish to show the rest of the country how successful our policies are if you will only let us try them on the national stage."
They have since walked back those comments because, again, Kansas is a dumpster fire. They are experiencing a slower recovery than the national average. They are experiencing ballooning budget deficits and plummeting revenues. Faced with deep deficits, they are now having to make cuts to various programs.
The experiment was an obvious failure and a complete embarrassment for the republican party. Rather than learn from that and adapt their policy mix, they're nevertheless wanting to bring it to the national stage. But how? How can they possibly pull that off if 1) we see what their policies did to Kansas and 2) their policies simply do not stand a chance of passing the CBO test.
Hmm. Let's just rewrite how the CBO assess policies! That way we can continue living in a fantasy land and then steer this country in the direction of Kansas.
