Social Security, for the most part, is an annuity.  Most people who collect SS have paid into it their entire working lives.  The military budget, on the other hand, is never paid up front...always sucks from the productivity of the country...because military spending does not contribute to the economy...except for the profits of a select few who make money off of chaos and death.

Not difficult to do when you've run the DEFICIT up to $1.3 TRILLION.  Could it really go higher?
