Wow, read this article and the actual executive order signed by the COWH- this is not equality, this will enable poor behavior and make further excuses

Then in reading this it is affirmed, it's not just a chop piece of the original author:

(iii) decreasing the disproportionate number of referrals of African American children from general education to special education by addressing the root causes of the referrals and eradicating discriminatory referrals;

(vi) reducing the dropout rate of African American students and helping African American students graduate from high school prepared for college and a career, in part by promoting a positive school climate that does not rely on methods that result in disparate use of disciplinary tools, and by supporting successful and innovative dropout prevention and recovery strategies that better engage African American youths in their learning, help them catch up academically, and provide those who have left the educational system with pathways to reentry;

Uh, hello but disruptive and maladaptive behavior is just that. There is not a color associated with bad behavior. Screaming, cursing, hitting teachers and other students, passive defiance etc has no favorite skin tone. It all is the same.

Why not address the DIVORCE rate/single parent homes/or born out of wedlock births and increase the participation rate of African American dads who run off disproportionately and do not have anything to do with their kids aside from creating them?

How about we stop rewarding the behavior of having more kids than you can possibly care for when the mother is given more and more money due to the size of her herd? When do we stop rewarding procreation without the means to support aside from the taxpayer wallet?

When the family unit becomes stronger in this community, these statistics will reverse themsevles in a huge way. Ben Carson, Bill Cosby and many others have said this already.

Disruptive behaviour is not conducive for teaching or learning.
