Florida legislators pass law forcing customers to pay $1.5 billion in higher rates to Duke Energy for a new plant. Duke Energy doesn't build the plant, exits the market, and keeps the money.

Gulf Power tried the same scam locally, but the Florida Public Service Commission diminished the rate increases. Quasi-public utilities get away with murder in Florida. I wonder why the same commission allowed this theft...and what can be done about it.
