Why wouldn't the Democrat run city of Milwaukee be the subject of the speech?

A black officer, shoots and kills a black felon, with a lengthy criminal record, pointing a semi-automatic gun at the officer.

The result is blacks rioting, burning their own neighborhoods, screaming to KILL THE WHITE PEOPLE.

Yep, sure wouldn't want to bring up the massive failure of Democrat run cities.
