Most western grazing leases need to be ended.  

The Federal government needs to either offer the land for sale and/or open it up for homesteading .... or convert it to public recreational (hunting, hiking, fishing, camping, etc) and conservation use.

My vote would be to end the Federal grazing program. Some of it could be convert for public recreational & conservation use. Some of it could be opened up for homesteading, some of it could be sold, and some of it could be turned over to States or Counties for disposition as they see fit. It would depend upon the particular parcel of land as to the best solution.
