He gives $5 million of taxpayer money to the family of someone murdered by Chicago police even though the family had never asked for anything.  Obviously he did that to shut them up so they wouldn't be an issue in his re-election campaign.

It gets even worse.  He spent $5 MILLION of taxpayer money on that boondoggle to help him get re-elected AND DID SO EVEN THOUGH HE WAS DOING THIS AT THE SAME TIME...
