Why are the costs of prescription drugs not the number 1 issue in 2016

If Trump grabbed this issue and used his alleged negotiation skills to lower drug costs for Americans, he would win by a landslide, but curiously.....both Republicans and Democrats are reluctant to take on big pharm.....gee....why is that?
