The question is good judgement,good training. Michael Brown was no threat to Wilson when he ran away from Wilson's car. Where was Brown going? He had already been shot and would eventually go to a hospital where he could be arrested by a number of cops.
Maybe backing up at times would be the best tactic. What's happening all too often now, is clearly a bad strategy.
