The jobless, laborless recovery continues to steam on.

Please explain something about that graph.
It says the dark line refers to "people not in the labor force". "People" would be anyone of any age wouldn't it? In other words does that include babies, and seniors and all the "people" you would not expect to be "in the labor force"?
