Vermont has less than a million people, the cost is estimated at almost 2 billion dollars, whos paying for this?

Consultants independently hired by the state's hospitals examined the same question. They told legislators the cost is more likely to fall between $1.9 billion and $2.2 billion

or

A study released by the University of Massachusetts last year estimated the cost to be $1.6 billion

so what kind of trickery do we have going on here?

this should be interesting to watch. I wonder if congress is going to allow one state to get paid so much while others not.

A state was always pretty free to pursue an agreed upon path... and the people were free to move.

yes, states should be able to do what they want, but they cant rely on federal tax ( mine and yours) to pay for it.
