 I agree his timing was late and Boards went out of his way to give Bill Moore multiple chances. He warned him, chastised his foes, temporarily banned him, warned him again, and finally permanently banned him. 

Boards is trying to do the right thing.....and I respect his continued effort.

 It is unfortunate that a grown man can not accept the consequences of his behaviour and continues his childish attempts to sneak back to where he is not welcome.

Boards is not a Kindergarten teacher.....but I'm sure dealing with Bill Moore qualifies him for a kindergarten position in the worst of the worst classes.

    Guess it's really kinda sad....first--to have nothing more in your life than to live on this or any forum and...the inability to be able to have some self-control and communicate with anyone with some level of civilty...The problem with 'boards' is that there are some things that just should not or ever have been tolerated...perhaps he was under the impression that this individual _______(name depending on day of week) would be capable of either changing his behavior or that eventually he'd just go away...It's one thing to disagree at times with passion but when it gets to a level of vulgarity and threatening behavior it went on for far too long...And to continue to attempt to come back is well...sad....

 His behaviour on the PNJ was the same.  He never took responsibility for his vile vulgar posts, threats, and posting personal information. He rationalized and projected (psychologically). It was an attempt to control others.

His behavior goes back for years on the PNJ forum. He never learns because nothing is ever his fault.

I think Boards just didn't want to have to go to the extreme measure of permanently banning someone, but once in a while a person comes along that won't listen to warnings or abide by basic and necessary forum rules about not threatening other members. Really, other than threatening people or posting others' private information, pretty much anything goes on here. But some people cannot handle even this much latitude.
