This is off the top of my head and obviously can be improved upon but it does provide a fundamental template for reform.
1. Six months prior to election day, we would begin a signature drive to determine who goes on the general election ballot.
2. This would be open to anyone who meets the existing eligibility requirements.
3. Each potential candidate can accept contributions of no more than $200 from individuals only. There will be no corporate contributions. And the candidates themselves will be permitted to contribute up to a limit of $5000 to their own signature campaigns.
3a. Each candidate will be permitted to align him/herself to a political party, but contributions to political parties will also be limited to $200 coming only from individuals and there will be no corporate contributions.
4. Candidates in the signature drive may make use of the money contributed to their campaigns any way they wish to obtain signatures and will have unlimited use of volunteers to help enable them to procure signatures.
5. At the end of a three month period, the signatures will be tabulated by local election officials and the six candidates with the most number of signatures will be placed on the general election ballot.
6. At this point the six candidates will begin the general election campaign.
7. The broadcast and print media (depending on the office, either nationally, statewide or in a congressional district) will be required to devote a given amount of airtime or print space to each candidate equally during the general election campaign. This can be in the form of debates, interviews, questionaires, etc.

And each candidate may contribute up to $5000 to his own campaign.
