This almost happened to my granddaughter when she was 5, but it was at the flea market. A 61-year-old man picked her up and tried to run away with her. Initially the Sheriff's Office wasn't cooperative, so my daughter finally called the State Attorney. Even then, he wasn't charged with kidnapping, because he didn't succeed.
