President Obama is making a mistake. Let Congress investigate and let the new President decide policy in regard to the alleged attacks from Russia. If President Obama cyber attacks Russia and starts a retaliation, he will be gone in less than a month from office, and unfairly burdening the new President. I agree that there should be retaliation. However, like the Bay of Pigs where Ike stuck Kennedy in mid operations with a mess, President elect Trump should make the decision whether to proceed with retaliation. There is plenty of bipartisan support for further sanctions and retaliation if the investigations prove Russian involvement, but that should not be President Obama's call. It looks vindictive toward Putin. It should be a measured response by the new congress and President.
