When we first bought the islands we let some homeless and mentally ill camp in one area where they erected shacks and destroyed the beauty of the islands......there is a component of mental illness in homeless, and one particular individual had been living in the outdoors in Illinois for almost 16 years after his mother died at 18 and he had no place to go. You try to help, but often you just become an enabler where the problems need professionals to address the same.....I mean living in almost feral conditions in January in Illinois is not helping a person get better. 13 years later most have jobs and one is a concrete finisher and doing better. Others are on SSI and are getting help, but sometimes folks are not equipped to help mentally ill individuals and in the process of enabling their disability, you actually can make things worse for them.
