If I were to guess, I'd say Wilson Robertson was behind this mess.

The County Commission is expected on Thursday to discuss an agenda item concerning County Administrator Randy Oliver’s contract, according to multiple county officials.
There’s no indication the item — which is vaguely worded in its current form on a draft version of the agenda — is a move to terminate Oliver’s contract, which is up in October 2013. And yet there seems to be a persistent feeling among county sources that the commissioner behind the item is trying to do exactly that.
County Attorney Alison Rogers said she placed the item on the agenda at the request of a commissioner — she would not reveal who the commissioner was and only said it is “regarding the county administrator’s contract.”
In fact, the commissioner behind the agenda item is a bit of a mystery for the time being, though there are rumors aplenty swirling.
Oliver has served as county administrator since September 2010, when he won the position on a 3-2 vote. Commissioners Wilson Robertson and Gene Valentino supported a different candidate among the five finalists for the job.
Oliver — a Massachusetts Institute of Technology graduate and former city manager of Surprise, Ariz. — has a reputation for cutting and managing budgets. He recently earned praise from commissioners for navigating the county through another tough budget year, particularly in the face of a costly state law that shifted Medicaid bills onto the shoulders of local government.
A vote to terminate Oliver’s contract is unlikely Thursday. Committee of the Whole meetings are for discussion — a time for the commission to indicate its general intentions on policy issues.
The finalized agenda should be released tomorrow and, unless the item has been pulled between this afternoon and sometime tomorrow morning, it should be on there.
