I don't know how this particular forum works, but the ones I've worked with, in order to change colors, you need to install a different template in order to make a color change.
That involves finding the template with the color scheme you want, then installing it. Some templates cost money. This blue and white template was probably free with the forum software.
It might be easy to change in the Admin controls for this forum, but then again, it could involve spending money, finding the template and then installing it.

I'm trying to change this for you, however, I'm having trouble finding where I am able to do this. I can change the color of just about anything very easily. Well, anything except the one thing that you want changed. Hopefully I can sort this out.
