Truck driver beaten nearly to death because he wouldn't sign a ticket until he read it....

I do not know enough facts in this case to make an informed statement, but did I mistakenly hear that this officer is still on the job? If the charges were all thrown out by a judge, does that not indicate that the officer was wrong, and how do you remove an officer who beats a citizen......wait for the civil trial results? This is troubling.
