Neko, it says in your own post it is up to the Commander. She is a Govt contractor and apparently it's in her contract.

That is overseas.

It just says it's not automatic. The Commanding Officer apparently has the discretion. That is just a general guideline as she is a civilian and has privileges. She was a DOD employee but they went to private contractors and they kept the same privileges. That may be an old guideline you posted.
