You know this idea of insuring everyone with pre existing conditions was like insuring a burning house.  The risk cannot be sustained.

Best thing they can do is (not put into a risk pool Florida tried it several years ago and it didn't work) anyone with a pre x let them buy into Medicaid or Medicare.
