The geologist was spot on correct.  However, the bigger issue is that extractive industries have taken their profits and left the tailing piles and holding ponds to the taxpayer.   This certainly was a government screw up, but who was going to clean this mess up and all the messes across the country from the extractive industries.  We subsidized coal with liberal depreciation and tax credits, but never accessed taxes to clean up their slag ponds and America is sitting on a time bomb concerning the same.  People scream about renewable tax credits which even today are miniscule to coal, oil, and gas, yet we are subsidizing pollution.  It needs to stop.  We need to tax on the front end clean up costs and demand real time clean ups as minerals are extracted.  The EPA in trying to fix the bigger problem dropped the ball here.
