The Munchkin is making sure that graft and corruption are the hallmark of his rule. The bridge makes sense for everyone and for Russia to keep its military port and bypass Ukrainian territory. It is the blatant corruption which is so obvious, but also I have seen a three foot Maple snap like a matchstick in a river ice flow, and the engineering required to protect this bridge will have to be exceptional.
