It used to be that able-bodied adults who are younger than 50 and without a dependent had to spend 20 hours a week working productively if they wanted to continue drawing food-stamp benefits longer than three months. Congress waived that requirement in 2009 as a result of the Great Recession.
But now that the economy is humming, and unemployment is down why is the work rule exemption still in place?
