What happened to the govt inspectors and regulators put in place when congress gave them a liability cap before construction?

This money should be held in escrow for environmental clean ups and not for political candy to be distributed to friends and buddies for whatever. The gross negligence is multiplied when politicians do not recognize that the damages of the BP spill are still growing and that the Gulf has become a toxic soup which still requires massive clean ups in the years ahead.
