If fences don't work, why is there one around the White House and all of the National Monuments Obama shut down during the initial part of sequestration?

Well if Obama was telling law abiding Americans that they can cross the monument fences and nothing bad will happen to them and that actually they will have a much better life if they do, then I am sure we would cross those monument fences...
