Perhaps because no ones ever considered how to truly correct the problems presented by women working alongside men, even in the civilian world.
Perhaps if the women were responsible for taking care of the reprimands and covering the women who create the problems the situation would improve.
For instance: If a woman gets pregnant when she is assigned to a command that she signed a agreement not to get pregnant at. Then a woman who is on the opposite end of the rotation should be reassigned to cover her. I'm sure a female who is expecting to spend two to three years on shore duty between sea tours will be very appreciative of her counterpart on sea duty who decided to violate her contract and get pregnant. Perhaps one of your token female admirals, and a few of the token female captains, can be in overall charge of the women assigned to these commands.
In other words let the women handle their feminine problems.
I'm sure something can be worked out along those lines.
