Contractor boat working with Air Force water survival training (SERE) is going to get blame for death

Hope the contractor has some deep pockets. I never understood why this is contracted out to begin with when I did this training. I can remember the boat nearly being on top of me as I hit the water and getting to suck down some Pensacola Bay as the wake from the boat got to me as my head came up out of the water.
