Another idea that shifts government activity to private hands. The GOP is really focused on boosting profits and kicking ordinary people to the curb. At least they are consistent.


Republican Bob Goodlatte (VA) has recently filed H.R 1695 — Register of Copyrights Selection and Accountability Act of 2017.

The new law would make the Copyright Office its own separate entity and therefore would not have to fall under the Library of Congress and its mission statement to serve the public. Not unlike other departments, it would take away yet another barrier between the public good and the absolute corporate control over the copyright system.

The Copyright Office has been under the umbrella of the Library of Congress since its creation in 1897. The reason we have a copyright office is to allow temporary ownership of ideas in order to incentivize innovation but to also allow those ideas to be given back to the public once a reasonable price has been paid for the innovation.

Everyone agrees that our Copyright Office must be updated to handle the changing technologies of our times, but this bill is a terrible idea that must be abandoned.



Our Message to Congress :
Stop selling us out to big business. Keep the Copyright Office in the Library of Congress.

Did you read the proposed legislation???

It seems to clarify the appointment and service limits of the Register of Copyrights - not what you are suggesting.

And by the way, there are many Democrat co-sponsors of this MINOR piece of legislation.

No, I did not read the bill. Have you found a copy of it? I went to the .gov site that lists such things and it didn't even have a summary posted yet.

I don't take much comfort in knowing that there are Democrats co-sponsoring though since they've been known to side with corporations from time to time also. There may be a need for updating the copyright process, which is fine as long as it doesn't chip away at individual's being able to establish ownership of their ideas and not be run over by corporations. That was my concern.

Let me know if you find a copy of this. I would be interested. It looks as if this bill is in the initial stages of its trip through congress.

While the link below, at least on my browser, doesn't show the five page bill it does explain why some are upset about this proposal. It would have the effect of moving the copyright office out of the neutral bureaucracy into  the potentially more political control of the president. I think it should stay under the Library of Congress.

The US Copyright Office is about to dramatically change.  Here’s the fast-tracked, 5-page bill that will perform that transformation.

For those just tuning in, the US Copyright Office is about to experience its greatest change in decades.  Most important, the Office will fall under the direct purview of President Donald Trump.  Instead of the Library of Congress appointing the head of the US Copyright Office, the appointment will be made by the President himself.

The head of the US Copyright Office — technically called the ‘Register’ — oversees all copyright policy, including trademarks.  Now, that individual will have a heightened level of accountability to the President.  Not only that, the President will soon have the power to fire the Register at will, and re-appoint a new one.

One ‘check’ on all of this is that the Senate must approve all Register appointments.  That might be more than a technicality, depending on how interested and educated Senate members become on copyright law.

If that sounds horrifyingly scary to you, then you’re probably in music, film, books, or another creative industry.  And part of the problem is that the US Copyright Office is now likely to shift from a behind-the-scenes bureaucracy to a frontline political weapon.  And a great way to stick it to enemies like the ‘Hollywood elite’ and unsupportive artists (and their labels and publishers).

Whether Trump will use his power to appoint a Register who hates Hollywood and the music industry is anyone’s guess.  There’s also plenty of Trump warfare happening with Silicon Valley, which notoriously prefers lax copyright.

What’s far more certain is the following, 5-page bill.  This isn’t as complicated as the recently-doomed health care bill.  Not only that, it actually enjoys bi-partisan support.
