Mike Pence Breaks Senate Tie To Allow States To Defund Planned Parenthood

...the day after attending a “women’s empowerment” event.

WASHINGTON― Vice President Mike Pence cast the tie-breaking vote in the Senate on Thursday to overturn an Obama administration rule and allow states to withhold Title X family planning money from Planned Parenthood.

The House passed a resolution last month disapproving of the Health and Human Services rule, which in December 2016 barred states from defunding Planned Parenthood or other Title X recipients for any reason other than the provider’s “ability to deliver services to program beneficiaries in an effective manner.” The Senate could have advanced the resolution with a 52-member majority, but moderate Sens. Lisa Murkowski (R-Alaska) and Susan Collins (R-Maine) voted with the Democrats to uphold the rule, leaving a tie. Pence, who has led the fight against reproductive rights for more than half a decade, voted with Republicans to move forward with the resolution.

“Mike Pence went from yesterday’s forum on empowering women to today leading a group of male politicians in a vote to take away access to birth control and cancer screenings,” Dawn Laguens, executive vice president of Planned Parenthood, said in a statement. “There’s a reason they could barely get enough votes to get this bill through a procedural step: People are sick and tired of politicians making it even harder for them to access health care, and they will not stand for it.”

The Title X federal grant program, enacted by President Richard Nixon in 1970, subsidizes preventive health care and family planning services for 4 million low-income Americans, roughly half of whom are uninsured. Planned Parenthood serves about a third of Title X patients, using the $70 million a year it receives in family planning grants to provide birth control and sexually transmitted infection screenings for people who can’t afford them. Title X money cannot be used to pay for abortions, but Republicans still oppose giving grants to organizations that offer abortion services.

Eleven states have passed measures to block Title X funds from Planned Parenthood because its services include abortion, despite strong public support for the nation’s largest family planning provider. Republicans in Congress are also on a mission to defund the organization, citing a series of debunked undercover videos produced by anti-abortion activists that purport to show Planned Parenthood selling fetal body parts.

The activists behind the videos were charged with 15 felonies on Tuesday for illegally recording confidential conversations with health care providers without their consent. But the GOP is moving forward with efforts to defund the provider, and President Donald Trump is expected to sign the Title X resolution into law.

“Taxpayers should not be forced to subsidize the abortion industry in this country,” Sen. Joni Ernst (R-Iowa) and Rep. Diane Black (R-Tenn.), the sponsors of the House and Senate resolutions, wrote in a joint op-ed for the Washington Examiner. “Nor should they be forced to foot the bill for an organization like Planned Parenthood that has displayed such blatant disregard for human life.”

Women senators pointed out that a group of mostly men were once again making a decision that could severely impact women’s health care options.

Sen. Mazie Hirono (D-Hawaii) criticized the vice-president’s vote on Thursday morning.

“I urge people across the country to let their Senators know that this is not acceptable,” said Sen. Patty Murray (D-Wash.), urging her fellow congressional members to block the resolution. “Tell them to stand up for women and their families, for their rights to take care of their own reproductive health care at the facility that provides for the in their own communities.”

“End the damaging political attacks on women and stand with millions of women and men and families. They need us.”

UPDATE: 5:17 p.m. ― The Senate voted to send the resolution to Trump’s desk to be signed into law.

Collins, one of two senators to break with her party on the vote, told reporters after the vote that she thinks allowing states to defund Planned Parenthood will have the opposite of its intended effect. “If you’re serious about trying to reduce the number of abortions,” the Maine Republican said, “the best way to do that is to make family planning more widely available.”

Anti-abortion activists charged in filming of secret Planned Parenthood videos

http://www.cnn.com/2017/03/29/politics/planned-parenthood-video-charges/

(CNN) "California prosecutors filed 15 felony charges against two anti-abortion activists who recorded undercover videos targeting Planned Parenthood.

David Robert Daleiden and Sandra Susan Merritt invaded the privacy of medical providers by filming undercover videos of themselves trying to buy fetal tissue from Planned Parenthood, California Attorney General Xavier Becerra said in a statement.

The pair used false identities and created a fictitious bioresearch company to secretly record conversations with women's health care providers, according to Becerra.

"The right to privacy is a cornerstone of California's constitution, and a right that is foundational in a free democratic society," he said. "We will not tolerate the criminal recording of confidential conversations."

A warrant was issued for their arrest.

Daleiden is a project lead for the Center for Medical Progress, which produced a series of videos in 2014 depicting Planned Parenthood officials discussing fetal tissue and appearing to talk about the price for such tissue..."

We have a large PP facility in the town that I have an office. It serves women's health needs. The Hyde amendment made it impossible for federal tax dollars to support abortions. All institutions had to give exact accounting of where their federal dollars go. PP has clearly not used federal dollars for abortion. Mike Pence to me is more dangerous than President Trump. I do not want him to ascend to the presidency. I just want to get this horrible period in our history over.

Notice the shit eating grin he flashed when he signed it? You did. Good. Let the memory of that grin burn in your mind. Don't forget to describe it to others the next time he needs voter support. That is if he is still in Washington by 2020. Twisted Evil

Just to play Devil's Advocate here, why should the Federal Government fund Planned Parenthood at all?

Here in Escambia, if you have income below the poverty level you can get the abortion pill at very low cost at the Escambia County Health Department on Gregory Street. You can also get prenatal care and other health services at low or no cost.

So what is the case for funding Planned Parenthood?

That's fine for Escambia County, but in many areas of the country Planned Parenthood clinics are the only option. Also, have you actually waited for service at Escambia County Health Department? And PP's main activities are just as the name indicates...screening for STD's (both male and female) among them.

There are many more health departments across the country than Planned Parenthood  clinics. The health departments do everything Planned Parenthood does except abortions.

Some rural areas have nothing else. This is an attack on women, and as a woman, I would think you'd be outraged at your own party for pandering to religious zealots instead of supporting the efforts to educate both men and women on sexual issues. Most of what PP does has nothing to do with abortion. I am not a fan of abortion, but sometimes it's the only option, as you should know, being a nurse...or did you never work in OB/GYN?

Yes, I actually have--for a dental procedure. The wait was about an hour or so.

I did have to come once before that to sign up and show ID and such and, after they verified my info, they called me with the appointment which was about 10 days later. The waiting room certainly isn't plush but it wasn't dirty or shabby either. Someone with more talent that myself might describe it as a clean, well-lighted place. All the employees--nurses, receptionists, etc.--were courteous and polite. There were a lot of toys laying around for kids. It wasn't bad at all.

I bet you that no one working there, including the dentist, makes as much as the CEO and the other execs for Planned Parenthood make. I'm old enough and cynical enough to believe that when the government is dishing out millions, someone, somewhere is making some real dough.

Never worked in OB-GYN but I know rural areas do have a county health department.  LIke I said health departments provide services that PP provide with the exception of abortions.

I did deliver a baby in the parking lot of the ER.

Health departments have been gutted, compared to what they used to be, even here in Escambia. When I first moved here, the services of the Health Dept. were much more comprehensive. And my MIL worked at University Hospital...remember that? Have you visited a local ER around 5 pm? How about a local free clinic?

Knew many of the ER nurses at University Hospital. University was a county hospital and had many free clinics. Yes....I worked in the ER for 15 years.

Don't know about the situation today, but when I was first married and living in a small West Texas town near my husband's air base, and we subsisted on an airman second's meager pay -- eating mostly hamburger and rice and unable to purchase as much as a lipstick -- PP was absolutely the only option I had for obtaining birth control pills.

I totally agree that the services PP provides can and do prevent unwanted pregnancies, and it's obvious they'd much rather do that than abort them.

Also agree with those who recognize that too many right wing right-to-lifers (the most vocal of whom are the male of the species, who've never had to carry a baby to term and give birth, SO easy for them to condemn) are fixated on stopping abortion but also fixated on blocking or reducing aid to low income families. Apparently, many if not most of them only care about babies when they're in the womb, not when they become actual people with actual real life needs.

Oh, boo-hoo-hoo! Women are always sniveling about this stuff. From the time they reach puberty, they go out of their way to provoke male gaze and desire and then when they get knocked-up they start in with the whining, like it's some big surprise or something. I presume ya'all know what causes it. Refrain from doing that if it's such a big inconvenience.

You fail to respond to my point: Why is it the Federal government's responsibility to provide funding for Planned Parenthood? Could that not be left up to the individual states?

Also: Is it possible that Planned Parenthood has become a massive corporate charity which may be more interested in it's own continued existence than in actually accomplishing worthwhile ends? What's it's program-to-overhead ratio? How much does it spend on fund-raising?
